Seven steps, in the order they happen, and who acts at each one. The short version: the price is settled before any agency sees your brief, and your credits do not move until you approve the work.

Category, scope, deliverables, urgency and how it should be delivered. The intake asks for what the pricing model needs and stops there — it is not a procurement form.
Your brief is turned into a scope and priced into three tiers: essential, professional and premium. Each tier arrives with an indicative estimate range — a floor and a ceiling around the point price. No agency has seen the brief at this point.
The tier you pick sets the price of the work. It is the last price decision in the project: nothing after this is negotiated with whoever ends up delivering it.
Verified agencies that match the category and have capacity are scored, then shown the brief with a fee attached. Each of them sees only what it would be paid, and none of them sees the others.
Accepting is a commitment to the scope at that fee, inside a window. If more than one agency accepts, you choose between them on fit rather than on price, because the price is already fixed.
The project is a sequence of milestones with named deliverables. Progress, questions and clarifications live in the project's own thread, next to the brief they belong to.
Approving a milestone is what moves credits from your wallet to the agency, and the platform handles the payout from there. Nothing releases without you.
The money.

What you never do.
One brief, in one format, once. It is not re-sent to five agencies in five shapes.
